Denbighshire operates a Single Access Route To Housing (SARTH) service, which means applicants will only have to make one application to go on the Housing Register and not one to each housing provider.
The SARTH is shared by all social housing providers in Denbighshire including:
- Denbighshire County Council
- Denbighshire Housing
- Grŵp Cynefin
- Clwyd Alyn
- North Wales Housing and Wales and West Housing
- ADRA
- Cartrefi Conwy
Housing Solutions in Denbighshire
Housing Solutions are the Denbighshire Housing Register team. They will assess your housing need depending on your circumstances and prioritise your housing need into one of the four bands.
If you don’t have a housing need recognised in the banding scheme, the Housing Register Team can offer you advice which covers a whole range of affordable housing options, including social housing, private rented accommodation, home ownership and other available alternatives in Denbighshire.
Who can apply?
Anyone can apply for social housing but if you don’t have a housing need that is recognised in our banding scheme, you wouldn’t be placed on the SARTH Housing Register. However, we will discuss other housing options available to you.

When you contact us to apply for the SARTH Housing Register, you will need to provide;
- Details of all the people in your household who will be moving including: all date of births and the National Insurance numbers of anyone over the age of 16.
- All contact details for you, and partner (if relevant) including; home phone number, mobile phone number and email address.
- Details of your current property e.g. Landlord name, address and contact phone number;or details of your mortgage provider and estimated current value.
- Details of any income/benefits you receive including start date and amount.
- Details of any medication relevant to your request for a move.
We will take the following steps:
Step 1
With the information you provide, we will work out whether or not you can be added to the SARTH Housing Register and prioritise your housing need into one of the following bands:*
Band 1: Urgent housing need - Local connection
- People with an urgent medical, welfare or disability related need
- People who have an urgent need for an adapted property
- Someone leaving armed forces and loss of military home with no settled accommodation within 12 months of leaving
- Young person leaving care or in danger of going into care
- Current tenant who is under occupying by one or more bedrooms and suffering financial hardship under welfare reform
- Current tenant who has an adapted property they no longer need
- Homeless and fleeing violence or threat of violence under full and final homelessness duty (local connection not required)
- People accommodated in accredited supported housing where able to sustain a tenancy independently
- Other exceptional cases of urgent need not covered elsewhere
Band 2: Housing need - Local connection
- Homeless or threatened with homeless persons
- People living in unsatisfactory conditions and overcrowded housing
- People living in properties lacking essential facilities, e.g. a toilet
- People with a medical, welfare or disability related need where:

- Rehousing is necessary to significantly improve health
- Access issues have a detrimental impact on welfare
- Re-housing someone with unmet social care needs significantly improves care
- People who are suffering hardship because of their housing, e.g. someone needing to move to receive essential support
- Displaced agricultural workers
- Other exceptional cases of housing need not covered elsewhere
Band 3: Urgent housing need - No local connection
- People with an urgent medical, welfare or disability related need
- People who have an urgent need for an adapted property
- Someone leaving armed forces and loss of military home with no settled accommodation in the last 12 months
- Young person leaving care or in danger of going into care
- Other exceptional cases of urgent need not covered elsewhere
Band 4: Housing need - No local connection
- Homeless or threatened with homeless persons
- People living in unsatisfactory conditions and overcrowded housing
- People living in properties lacking essential facilities, e.g. a toilet
- People with a medical, welfare or disability related need where:

- Rehousing is necessary to significantly improve health
- Where access issues have a detrimental impact on a person’s welfare
- Re-housing someone with unmet social care needs significantly improves care
- People who are suffering hardship because of their housing, e.g. someone needing to move to receive essential support
- Displaced agricultural workers
- Other exceptional cases of housing need not covered elsewhere
- Reduced priority given where a person’s behaviour affects their suitability to be tenants
- Sufficient financial resources to meet own housing needs
- Deliberately worsened own housing needs
*The banding scheme is for guidance only. All applicants will be assessed in detail by our team during the application process.
Step 2
If you meet the criteria and then want to apply to join the SARTH Housing Register, then your application will be taken over the telephone. If you need to supply evidence or need further specialist assessment of your housing need then this will be discussed with you before you apply. Once added to the SARTH Housing Register, we will let you know when a property becomes available.
If you don’t meet the criteria to apply for the SARTH Housing Register, we will provide you with advice and discuss other alternative housing options for you. These include intermediate rented accommodation, private rented accommodation and home ownership options in the county.
Step 3
If you are offered a property, you must be prepared to move as soon as you receive an offer for housing. Applicants who refuse two reasonable offers, without good reasons, will be removed from the SARTH Housing Register.
How long will it take?
Please bear in mind that demand for social housing is very high, and the number of people applying for and waiting for a property is far higher than the number of properties that become available each year. Each application can vary depending on the housing need that is identified.
