We continually review our performance, to check our progress, identify any areas where we may be off-track, and take action to make sure we achieve our goals.

Annual Self Assessment

The Local Government and Elections (Wales) Act 2021 established a new legislative framework for local government elections, democracy, governance, and performance.

The Act requires each council in Wales to keep under review, through self-assessment, the extent to which it is meeting the 'performance requirements', that is the extent to which:

  • It is exercising its functions effectively
  • It is using its resources economically, efficiently, and effectively
  • Its governance is effective for securing the above

The Act also places a duty to publish a report setting out the conclusions of our Self-Assessment once in respect of every financial year.

In reaching the conclusions of our self-assessment we also take account the results of our annual Stakeholder Survey Results.

Panel Performance Assessment (PPA)

All Welsh Local Authorities must complete a Panel Performance Assessment to assess their performance in accordance with the Local Government and Elections (Wales) Act 2021 once every five years.

Denbighshire was the first Council in Wales to undergo the assessment in September 2024 which was led by a Panel from across the UK including an independent chair, a senior Local Government Officer and an Elected Member from other Welsh Local Authorities alongside two peers from the wider public, private, and voluntary sector.

The Act places a duty to publish the final PPA report and our response statements and Action Plan responding to recommendations:

Quarterly performance reports

Each quarter, we review the progress we're making against the priorities set out in our corporate plan. We produce a report that sets out how we're doing, and what we can do to improve.

These reports present the council’s performance against its priorities and governance areas, including our application of the Sustainable Development principle, the Public Sector Equality Duty, and Socio-Economic Duty.

Internal audit

Every year we identify a list of services to be audited. We look at the processes used in those services and make recommendations on how they can improve.

Who else reviews our performance?

As well as monitoring our own performance, we are also reviewed every year by Audit Wales. They produce an annual improvement report, which reports on how well we are delivering our services, and how we have improved since the previous year.
